Cape Town – The qualification of a finance administrator working at the SABC is a diploma ... in beauty therapy.
It's just one of several SABC staff working in positions at the beleaguered South African public broadcaster and appointed in positions their qualifications are not at all related to.
Then there's the more than 2 200 SABC staff of which the SABC has no proof on file that they actually passed matric.
SABC employees have now also been uncovered to have fraudulent matric and Grade 10 certificates.
There are also more than 100 SABC staff at the public broadcaster of which the SABC has no personnel file, although they’re getting paid.
These and other shocking findings at the SABC – which parliament on Tuesday called "really worrying" and "disconcerting" – came to light in an independent skills audit at the SABC carried out by consultants PricewaterhouseCoopers (PwC) in 2013.
The SABC CEO Lulama Mokhobo who just quit after just two years of her five year contract, the acting chief operating officer Hlaudi Motsoeneng who doesn't have matric, as well as other SABC top executives and the SABC board were summoned to parliament to explain the results of the skills audit.
While its at least been known that Hlaudi Motsoeneng has no matric, the skills audit at the SABC found that almost two thirds (62%) of the SABC's employee files had qualifications that's "not authentic" or were "incomplete".
Of 24 SABC people the consultants could not find a matric certificate or a Grade 10 certificate, or it was "fraudulent" or "non-compliant".
According to the report read in parliament, SABC personnel "do not trust the SABC's management team, or the SABC board" and question "the ability of the above-mentioned and demonstrate a negative attitude towards the organisation".
Non-related qualifications
The audit also uncovered employees who had non-related qualifications on file, for example a finance administrator who had a diploma for beauty and health on file.
According to the audit a significant number of SABC staff has qualifications that's "not authentic" or which are "incomplete".
The SABC don't have the skills! What have you've been doing for the past 6, 7, 8 years?" said Marian Shinn, the DA's member of parliament and shadow minister of communications on Tuesday. She was one of various members of parliament's portfolio committee on communications who ripped into the SABC over the damning results of the audit.
The SABC's executive for human capital services, Jabu Mabaso told parliament that the SABC "has the necessary skills" for for instance the switch-over from analogue to digital broadcasting in South Africa, but that SABC staff would need "topping up".
The SABC which didn't issue a press statement on Tuesday regarding the findings of the skills audit, scrambled on Wednesday as the South African press filled with story after story – none of it on the SABC which just had a short news insert on Tuesday evening – regarding the shocking audit.
The SABC on Wednesday hastily convened a press conference for today over the skills audit.
Meanwhile the SABC is quiet and refuse to give reasons for why Lulama Mokhobo, holding a public position at the public broadcaster and paid by SABC TV licence fees, quit. The SABC says its “private and confidential".
The SABC is not revealing what Mokhobo is or will be paid out in a so-called "golden handshake" – if anything – for suddenly leaving as CEO before she's even reached midway of her five year contract which is believed to be worth in the region of R4 million.
